أصدر الدكتور أحمد زكي بدر وزير التربية والتعليم قرارا بإلغاء جميع المكافآت والعلاوات والبدلات لوكلاء الوزارة وكبار العاملين بالوزارة، والتي تتجاوز قيمتها أكثر من مليار جنيه يتم صرفها في صورة أجور إضافية وعلاوات ومكافآت لكبار الموظفين.

كماألزم أبو سريع بإصدار الكتاب الدوري الأول لسنة 2010 الذي يلغي الكتابالدوري رقم 2 لسنة 2009، لينص على حق جميع المعلمين الذين انتقلوا من مهمةالتدريس إلى الأعمال الإدارية والتوجيهية مثل الموجهين ومديري الإداراتبشمولهم بالكادر الخاص للمعلمين، وهو القرار الذي يشمل أكثر من 100 ألفموجه وموظف بالإدارات التعليمية كان القرار السابق قد حرمهم من مكافأةالكادر الخاص.
